Upon consideration of the motion of the American Civil Liberties Union Fund of the National Capital Area for leave to file a memorandum as amicus curiae in this case, and upon consideration of the record as a whole, it appearing to the Court that the interests of justice would be served by allowing said memorandum to be filed, it is, this 16th day of December, 1986, nunc pro tunc.

 ORDERED that the motion for leave to file is granted and the memorandum of amicus shall be filed.
