ORDER

For the reasons set forth in the court's Memorandum Opinion that accompanies this order, it is hereby ORDERED that the parties' cross-motions for summary judgment are denied without prejudice. It is further ORDERED that the defendants shall serve and file a supplemental Vaughn index by sixty days from the date of this order. Plaintiff may renew any motion for summary judgment within thirty days of receipt of the index. (The court will deem the index received ten days after mailing). If no timely action is taken, the court will consider plaintiff's claims satisfied and this matter will be dismissed.
