Samuel Carson was convicted in January 2002 for his participation in a vast narcotics conspiracy and related crimes. The United States Court of Appeals for the District of Columbia Circuit affirmed Carson's conviction and sentence and provided a lengthy account of the facts in its opinion. United States v.
